Is there, or could there be, a “federating bot” that auto follows any account that pings it, with a copy living on any server that wants to host it, and all of them relay to each other? I.e. any server owner could decide to have the bot sign up on their instance, and then any new server owner could ping one of them from a dummy account, which would then relay the ping to the others, which all then follow the dummy, federating the new server. Nu?

When you say "federating the new server", what do you mean by that exactly?
Federation generally doesn't happen for entire servers, it happens for specific accounts. If people follow an account, their server starts seeing that account's content.

There is something like it, sort of, called a relay which can forward all the public posts visible to that server. Admins have to be careful though because it can overwhelm the server with mostly-irrelevant posts so it's usually better if they use a relay that is tied to a specific hashtag (for example).

@FediTips Oh I was trying to solve the issue raised by “homegrown” in a thread just a bit ago, that people mistakenly ask others to boost them in order to extend the federation of their new server, when boosts don’t actually do that. But begging for followers is socially taboo. So I was trying to come up with a mechanism for increasing federation without begging for followers.
I accidentally did it by being a user who follows lots of accounts on lots of servers beforehand. When I set up my account at the newly created server, I didn't "move". Instead I downloaded my follows from this account and uploaded them to my new account. Just like that, a lot of federation.
