Air traffic control is being gutted along with everything else in the US. Another near miss, after multiple incidents, accidents, and deaths.

@selzero tbf listening to the audio, I'm not sure what more could be done here. The ground controller told the plane to hold short of the runway. The pilot read back something else entirely and the controller corrected him. The pilot read back the correct clearance... and then went straight over the runway. Not sure what else the controller can do here!
Flexjet 560 is at the green dot, speaking to the ground controller (GND). The instructions are to follow the orange line and stop at the red.
GND: Flexjet 560, turn left on runway 4L, cross runway 31L, and hold short of runway 31C. (The Southwest airliner is about to land on 31C.)
FLEXJET 560: OK, left on 4L, cross 22... er, 31...C, Flexjet 560
GND: Negative. Cross runway 31L, hold short runway 31C.
FLEXJET 560: Cross 31L, hold short 31C, Flexjet 560
You'd think getting the instructions wrong and being corrected on them would make the pilot pay more attention...!
@jackeric I'm not accusing the people that are working. It seems to me with all the checks and balances in place this shouldn't be an issue, and with the layoffs resulting in multiple incidents, it's probably a management issue resulting from even before the incident.
@selzero I do wonder why they've not instituted a rule to taxi via W N R instead of A F 4L when runway 31C is being used for landing
@jackeric I'm guessing there is going to be a lot to wonder about
