Those who do not learn history are doomed to repeat it. So are those who learn history, but at least they have enough context to appreciate the irony of it.

I do think that at the micro level that study of the past changes the future: lives are saved because of coroner's reports and car crash injury analysis. Statistical analysis of harmful drug reactions by gender/ethnicity/comorbidities can change practices. We can and do learn from the past.
But coroners reports in particular highlight that an observation that X is very harmful does not necessarily mean that any action is taken to prevent further occurrences.

The real problem here is not "... stand by helplessly while everyone else repeats it."
The issue I have is: "... those you do study (heed) history are doomed helplessly to be FORCED to repeat it."

Also, few are more likely to repeat a mistake than someone who's certain they know what went wrong the first time.
@theropologist Learning from history only works for the last 80-90 years, after that everybody who remembered it is dead, and those who haven't seen things happening with their own eyes don't really understand.
